Abstract: De ICT-ontwikkelingen in China hebben de afgelopen decennia een hoge vlucht genomen. Toch heeft dit niet geleid tot meer openheid: de Chinese overheid legt restricties op voor bijvoorbeeld het internetverkeer. In dit artikel analyseert Zhao deze contradictie, waarbij hij hem in historische context plaatst en de sociale gevolgen bespreekt.
